Why was Tawawa-chan created?

Although she's the face of Kyoto the former Imperial capital of Japan for more than one thousand years. Tawawa-chan was originally created to commemorate the 40th anniversary of the construction of Kyoto Tower in 2004 by the illustrator Moheron. At this time, there weren't any concrete plans of her becoming an official character, however, as so many people adored her, she ended up becoming the official mascot.
